Korean, Asean plan to expand trade
日·美 이어 세 번째로 아세안 상주 대표부 자카르타에 문 연다 Korean President Lee Myung-bak and leaders of Southeast Asian nations pledged at an annual cooperation summit yesterday to work closely together to further boost the already brisk trade between the two sides.
The meeting was the first in a series of regional summits Lee planned to attend this week on the Indonesian resort island of Bali to increase cooperation with the 10-member Association of Southeast Asian Nations, a region that officials say is rich in natural resources and has growth potential.
Asean is Korea’s second-largest trade partner after China, and the second-largest investment destination after the European Union. The region is also an important source of energy and other resources for Korea and sits on key maritime routes that the country uses to bring in foreign resources.
At the summit, Lee announced that Seoul will establish a new diplomatic mission in Jakarta in the first half of next year that will exclusively handle cooperation with Asean, the presidential office said in a statement.

The planned mission will coordinate Asean-related affairs with Korea’s diplomatic missions in Asean member nations including: Indonesia, Thailand, the Philippines, Malaysia, Vietnam, Singapore, Myanmar, Cambodia, Laos and Brunei, officials said.
The leaders also welcomed forecasts that trade between the two sides is expected to reach a record high this year thanks to the 2007 free trade agreement between them, the statement said. Korea and Asean have already laid out a goal to expand bilateral trade to $150 billion by 2015, and in Friday’s summit, they agreed to make efforts to reach the goal earlier than scheduled, the statement said.
On the sidelines of the summit, the two sides signed a revision to the goods agreement in their FTA to make it easier to speed up agreed-upon tariff cuts and trim the list of sensitive items subject to safeguard measures.
Leaders welcomed the revision and agreed to deepen cooperation to carry out the FTA, it said.
Lee promised Asean leaders that Korea will continue to help the partner nations strengthen their economic development capabilities for sustainable growth, the statement said.
In that regard, the two sides applauded the first cooperation talks held in Seoul in October among the foreign ministers from Korea and five Mekong River nations - Cambodia, Laos, Myanmar, Vietnam and Thailand - expressing hope that the forum will help narrow the development divide among Asean nations.

동남아국가연합(아세안)은 중국 다음으로 우리와 교역을 많이 하는 파트너다. 지난해 교역량은 973억 달러였다. 역대 최고치였던 2008년 기록(902억 달러)을 훌쩍 넘어섰다. 2015년까지 1500억 달러로 늘리는 게 목표다.
이명박 대통령과 아세안 10개국 정상은 18일 인도네시아 발리에서 정상회의를 하고 “올해 한·아세안 간 교역량이 사상 최대치를 기록할 전망”이라고 밝혔다. 이어 “이런 교역 확대에 (2007년 6월부터 발효된) 한·아세안 FTA가 크게 기여했다”며 “한·아세안 FTA를 보다 적극적으로 활용해 2015년 1500억 달러인 교역량 목표를 조기에 달성하기 위해 노력하자”고 합의했다.
이 대통령은 특히 “내년 상반기 중 인도네시아 (수도) 자카르타에 아세안 대사를 파견하고 상주 대표부를 개설하겠다”는 뜻을 밝혔다. 이로써 한국은 주요국 가운데 일본·미국에 이어 세 번째로 아세안에 상주 대표부를 두는 나라가 된다.
이 대통령은 이어 원자바오(溫家寶·온가보) 중국 총리, 노다 요시히코(野田佳彦) 일본 총리와 함께 아세안+3(한·중·일) 정상회의를 했다. 각국 정상들은 이 자리에서 그간 아세안을 중심으로 동아시아자유무역지대(EATFA)와 동아시아 포괄적 경제파트너십(CEPEA) 등 역내 경제 통합 논의가 꾸준히 전개되어온 것을 평가하고 실질적인 진전을 위해 적극 협력하기로 약속했다.
이 대통령은 원 총리와 양자회담도 했다. 원 총리는 “현재 진행 중인 북미 간, 남북 간 대화가 진전이 있기를 바라고 6자회담이 조속히 열리기를 희망한다”고 말했다고 최금락 청와대 홍보수석이 전했다. 또 “후진타오(胡錦濤·호금도) 국가주석이 이 대통령의 중국 방문을 초청한다”는 뜻을 전했다고 한다. 이 대통령도 내년 3월 서울에서 열리는 핵안보 정상회의에 후 주석을 공식 초청했다.
